PASAI is inviting suitably qualified professionals to apply for a Master Services Agreement based on a need for services centered around:
Internal Governance and Ethics
Financial Management, Assets and Support Structures
Human Resources and Training
Selected consultants will be expected to assist supreme audit institutions within the Pacific to set up policies and procedures to enhance their internal structures around the above areas. Bidders with the appropriate qualifications and experience can also apply in more than one area.
This Master Services Agreement will be set out for one year along with an option to extend for another year.
Key Information for Request for Proposals (RFP)

Submission Deadline: Open, evaluations will take place in October/November 2021, June/July 2022
Deadline on Requests for clarification: Clarification requests can be submitted any time
Expected Number of Days of work: This Master Services Agreement will consist of a series of mini contracts issued out over a period of one year. Each contract time period may vary between 30 to 45 days (approximately).

Supplier Queries:
Query 1: In the technical proposal form, there are seven sections in the second page. Could you please help me understand what those sections relate to?
Response: The seven sections are provided so that a candidate can bifurcate and demonstrate the type of experience they have had based upon the Domain that they are applying for. For example, if a candidate is applying for Domain B: Internal Governance & Ethics then they will need to provide details of experience gained against the following five areas:
a) SAI-3: Strategic Planning Cycle
b) SAI-4: Organisational Control Environment
c) SAI-5: Outsourced Audits
d) SAI-6: Leadership and Internal Communication
e) SAI-7: Overall Audit Planning
While if a candidate is applying for Domain D: Financial Management, Assets and Support Structures then they will need to provide details of experience against the following areas that SAI 21 is made up of:
a) Financial Management
b) Planning and Effective Use of Assets and Infrastructure
c) Administrative Support Services
Alternatively, if a candidate is applying for Domain E: Human Resources & Training then they will need to provide details of experience against the following areas:
a) SAI 22: Human Resource Management
b) SAI-23: Professional Development & Training
If a candidate is applying for more than one Domain, then they need to clearly explain their experience in both Domains separately.
Along with the above, all candidates should also have had experience of the following within each Domain:
Identifying business process challenges by analysing process data and metrics and facilitating teams to critically review current processes for effectiveness, quality and simplification.
Developing and implementing process solutions to improve operational efficiency.
Developing process workflow and design in compliance with regulatory requirements.
Identifying risks and issues in business processes and systems including identifying and analysing business processes to be improved.
Assisting in promoting the implementation of best practices and processes.
Generating documentation of existing processes and improvements, while having the ability to forecast expected results of process changes, analyse implemented changes and make further adjustments to workflow, schedules or other processes as required.
Successfully assisting organisation staff to embed system change.
Providing training programs on new processes including considering best practice on adult learning techniques.
Recommending innovative business and technical solutions to improve operational effectiveness requirements.
