Master Services Agreement 02 – Independence & Legal Framework
PASAI is inviting suitably qualified professionals to apply for a Master Services Agreement based on a need for services centred upon providing advice to supreme audit institutions (SAIs) on their independence and legal framework.
Selected consultants will be expected to assist SAIs within the Pacific to consider the institutional legal structure available for the SAIs’ operations so that an understanding can be developed on how effectively the SAI can perform as an organisation. This will be achieved by carrying out assessments on the legislative structure of various SAIs within the Pacific region based upon the areas identified within the Performance Measurement Framework as follows:
SAI-1: Independence of the SAI
SAI-2: Mandate of the SAI
This Master Services Agreement will be set out for one year along with an option to extend for another year.

Expected Number of Days of work: This Master Services Agreement will consist of a series of mini contracts issued out over a period of one year. Each contract time period may vary between 30 to 45 days (approximately).

Supplier Queries:
Query 1: Part D subsection 4 of the Master Services Agreement identifies for deliverable (1) up to 13 days for each SAI evaluation and for deliverable (2) up to 7 days for advancing development opportunities. Has there been a preliminary study/report on the deliverables to support those timeframes? If so, is that information able to be disclosed?
Response: Deliverable 1 is as follows:
Evaluation of each country’s constitution, legislation regulations, public financial management systems and processes to provide an assessment of the following:
Appropriate and Effective Constitutional Framework to advance SAI Independence
Opportunities to develop and implement processes and systems for SAIs to achieve Financial Independence/Autonomy
Opportunities to develop and implement processes and systems for SAIs to achieve Organisational Independence / Autonomy
Opportunities to amend the relevant legislation, develop and implement processes and systems for SAIs to achieve Independence of the Head of SAI and its Officials
Yes, there have been preliminary evaluations and studies carried out but are not publicly available. However, the information will be provided to the winning bidder as it will part of the resource materials.
Query 2: How is the estimated 30 to 45 days to complete the contract supported by the Master Services Agreement's 20 days to complete (1) and (2) above and the number of SAIs?
Response: We expect Deliverable 1 to take 13 days to complete while Deliverable 2 would take another 7 days to complete. This amounts to a total of 20 days.
But certain SAIs may need help to achieve Deliverable 1 only while other SAI’s may need assistance in Deliverable 2. Another scenario could also be that a SAI could need support in both Deliverables 1 and 2. Under a Master Services Agreement we will not be finalising just one candidate, but X candidates based on their experience/ application etc. Therefore, each consultant hired would be provided with estimated number of days of work that could range be from 7 days up to 45 days. This is an estimate only as the correct permutation or combination of SAIs that need support cannot be determined at this point in time.
