MASTER SERVICES AGREEMENT 04 – Communication and Stakeholder Management

PASAI is inviting suitably qualified professionals to apply for a Master Services Agreement based on a need for services centred around providing advice to supreme audit institutions (SAIs), or public audit offices, on their communication and stakeholder management.

Selected consultants will be expected to assist SAIs within the Pacific to address weaknesses identified within the SAIs by the following indicators from the most recent Performance Measurement Framework reports:

  • SAI-24: Communication with Legislature, Executive and Judiciary

  • SAI-25: Communication with Citizens and Civil Society Organisations

PASAI is seeking two types of consultants as follows:

  1. Communication Advisor (Strategy) – To support SAIs to develop a Communications Strategy and communications annual operational plan/calendar to implement the communications strategy in alignment with the requirements of the SAI.

  2. Stakeholder Management Advisor – To assist towards setting up and supporting SAIs on embedding policies and processes on communicating with various stakeholder groups (internal and external) including (but not limited to) Legislature, Executive and Judiciary, media, citizens and civil society organisations.

Based on experience and expertise, consultants can apply for either one role or for both roles. This Master Services Agreement will be set out for one year along with an option to extend for another two years.

Selected consultants selected will be expected to deliver regional workshops as well as embed best practice within individual SAIs.

Unfortunately, due to budgetary constraints, PASAI will not proceed as planned in hiring the services of a consultant in a Media Advisor role. Please overlook reference to this role within the Schedule 1 TORs downloadable below.
